1983 PENNER REPORT
On October 12, 1983, the Canadian House of Commons Sub-Committee on Aboriginal Affairs approved a submission to Parliament called the "Penner Report." This was another excellent report that made recommendations for improving accountability and implementing self-government procedures. But, like the Beaver Report, most of its positive recommendations were ignored. Penner subsequently became disenchanted with the games played in politics and went back to a profession he considered more fulfilling and honest: teaching.
